The Senate Appropriations Committee’s fiscal year 2024 defense spending bill includes funding for a new program designed to enable the Pentagon to better “tap into innovative commercial solutions.” In its report accompanying the bill , released Thursday, the panel suggested a $20 million budget for the “Advanced Defense Capabilities Pilot” program, which it says would “enable a public-private partnership to make loans and loan guarantees in partnership with the department for the first time.”
